Cooperative roots in rural California telecommunications

Vast Networks began as a cooperative built by and for rural independent telephone companies — pooling network expertise while preserving each member’s independence.

Vast Networks established a cooperative structure to support rural independent telephone companies through shared services and coordinated planning. Rather than each provider building and operating duplicate systems, members gained access to common infrastructure and engineering resources designed around their needs.

The cooperative provided SS7 signaling, interconnection, and core network support — the essential plumbing that kept rural California exchanges connected to the wider telephone network. This shared-services model enabled real operational efficiencies while preserving member independence, a balance that still shapes how the company works with California telecommunications providers today.
